Doctor in Constitutional Law (Extraordinary Prize) and Full Professor of Constitutional Law at the Complutense University of Madrid. Specialized in electoral law, parliamentary law, and fundamental rights of participation and freedom of expression. He has authored six monographs, edited four collective books, and written more than 70 academic articles and book chapters. He has supervised nine doctoral theses and has taught postgraduate courses at over 30 universities worldwide. He has also conducted research as a visiting scholar at Georgetown University, Harvard University, George Washington University, Scuola Superiore Sant'Anna, and Dublin City University. He served as the deputy director of the Center for Political and Constitutional Studies, chair on the Transparency and Participation Council of the Community of Madrid and was a member of the Open Government Forum of the Spanish government. He headed the Research Group on Technology and Democracy and was affiliated with the Venice Commission. Currently, he is the Principal Investigator of a national project and a European project on cybersecurity and electoral disinformation. He is a member of the academic committee of the Global Network of Electoral Justice. Furthermore, he is a member of the Editorial Committee of the Journal of the State (Colombia), the Scientific Committee of the Center for the Study of Political Parties (UNED), and the Research Group on Technology and Democracy at the Complutense University of Madrid.
