Philipp is a postdoctoral researcher at the Hertie School's Centre for Digital Governance in Berlin, Germany. He holds a doctorate in political science from the Hertie School and a Master of Science in Sociology from the University of Edinburgh. Philipp was also a visiting scholar at the Data Science Institute at the London School of Economics, a recipient of the EUROLAB visiting researcher grant at GESIS � the Leibniz Institute for Social Sciences, and a postdoctoral visiting fellow at the MZES at the University of Mannheim. In his doctoral dissertation, Philipp explored the socio-political implications of social media platforms and potential risks their services pose for increasing democratic fragmentation.In his postdoctoral research, Philipp continues to examine the intersection of regulation, technology, and democratic elections. His ongoing research focuses on 1) the use of communication technology and data science methods in political campaigns, 2) the role of artificial intelligence in democratic elections, and 3) the regulation of technology, including the EU Digital Services Act.Philipp also collaborates with NGOs and media intelligence companies to combat disinformation by promoting education, media literacy, and data skills (e.g., with the Institute for Strategic Dialogue Germany and the Bertelsmann Foundation) and by developing research methodologies for monitoring disinformation (e.g., with Unicepta UK).
