Law & Policy Strategy Group

The Law and Policy Strategy Group leads the IPIE’s efforts to connect scientific evidence with law, policy, and governance. It ensures the IPIE’s research and recommendations meet the highest standards of legal clarity and relevance. Through its work, the Group expands the IPIE’s ability to shape institutional responses to the challenges facing the global information environment.

The Strategy Group plays a central role in how the IPIE engages with legislative and regulatory processes. While the IPIE does not conduct lobbying or advocacy, the Group coordinates responses to public consultations and formal advisory requests. It prepares submissions that translate the IPIE’s research into actionable insights for governments, regulators, and multilateral bodies—always grounded in scientific independence and transparency.

Working in close collaboration with the Science and Methodology Committee and Scientific Panels, the Group ensures that the IPIE’s publications accurately reflect applicable legal frameworks. It reviews policy-relevant content in reports, technical papers, and IPIE public statements, clarifying how findings relate to legal obligations, institutional structures, and regulatory design.

The Strategy Group also contributes to legal memoranda, comparative assessments, and reviews of legislative proposals. It identifies opportunities where the IPIE’s research can inform institutional reforms, international standards, or the implementation of existing laws. In doing so, the Group helps decision-makers act on evidence with confidence and clarity.

Members of the Strategy Group bring combined expertise in law, scientific research, and information technologies. They are selected for their ability to interpret legal frameworks, assess institutional risk, and understand the systems that shape today’s digital information environment. The IPIE ensures broad diversity across geography, legal systems, and professional experience.

All members serve in a personal capacity. Their work reflects independent expertise and does not represent the views of affiliated institutions. Deliberations follow the IPIE’s governance principles and are conducted with full transparency, subject to necessary confidentiality safeguards.

The Group also engages, where appropriate, with public-interest legal organizations, policymakers and regulators, and international bodies. These engagements follow the IPIE’s commitment to scientific integrity, neutrality, and public value.
